The UCR Bourns College of Engineering - Center for Environmental Research and Technology (CE-CERT) recently celebrated the successful launch of the Air Quality and Climate Change Training (ACT) Program. In partnership with  AVL, Inc., CE-CERT hosted fifteen students from industry, government and academia for the inaugural course of the program:  “Collecting Real-World Emissions Using Portable Emission Measurement Systems." The two-week course met from July 9 to 20, 2018, and featured  the following distinguished training faculty: Dr. Kent Johnson, CE-CERT ACT/PEMS Program Director; Dr. Tom Durbin,  CE-CERT Research Engineer; Mr. Brian Slater, Business Manager Service / Applications Engineering Specialist PEMS, AVL, Inc.; and guest instructor Mr. Carl Fulper, Chemical Engineer and PEMS Coordinator, US Environmental Protection Agency.

The first week of the course was spent in the classroom, where participants were introduced to the fundamentals of emissions measurements, the capabilities of PEMS equipment, the theory of calculations and corrections, and current global emissions standards. The second week of the course provided participants with hands-on training in a laboratory environment, where they applied their classroom knowledge to an actual field study. The participants used AVL’s in-vehicle software to generate a compliant test procedure, perform on-road testing, and process the AVL PEMS data for route and emission compliance. Those who attended the full course received certificates of completion at the conclusion of the second week.

“The instructors are very knowledgeable in this area with great practical experience; their teaching gave me a systematic training and understanding of PEMS testing. The training course also gave me the opportunity to learn more about the latest PEMS testing equipment and software from AVL. Overall, it was a great experience for me,“ stated Bo Yang, a course participant from the California Air Resources Board.

The ACT Program is currently forming an interest list for another PEMS training this fall. Next year, ACT will begin offering additional opportunities for professional education in the following areas:
  • Emissions and Air Quality
  • Air Pollution Health Impacts
  • Maximizing Co-Benefits of Clean Air and Climate Change Activities
  • Sustainable Mobility and Goods Movement
  • Clean Air and Climate Change Policies
  • Renewable Energy Generation and Integration
The ACT Program is made possible through assistance from and partnerships with organizations such as the South Coast Air Quality Management District (SCAQMD) and AVL, Inc.
