Planning for Commercial Vehicle Operations at Calexico East
The Calexico East Land Port of Entry (POE) is a vital commercial gateway projected to see a 40% increase in truck traffic by 2050. To proactively address anticipated congestion and its commercial and environmental impacts, installation of a Commercial Vehicle Appointment System has been proposed. The proposed initiative is aimed at directly addressing inefficiencies at the port of entry and the Commercial Vehicle Enforcement Facility.
The objective of this project is to develop a comprehensive Concept of Operations (ConOps) document for this effort that will provide the preliminary technical and operational blueprint for the new system, which could be replicated at land ports of entry across the nation.
The ConOps will serve two main purposes:
- Establish scalable project concepts for a Commercial Vehicle Appointment System.
- Develop the technological architecture, system concepts, integration with the Caltrans District 11 Transportation Management Center, and various operational scenarios of the system.
The project team will work in close collaboration with a Project Development Team (PDT) and will conduct stakeholder engagement to identify the needs and priorities of stakeholder groups, including those involved in cross-border commercial transport.

Develop a Scalable Solution
Develop project concepts to build a scalable solution for a Commercial Vehicle Appointment System that will address inefficiencies at the Calexico East Port of Entry (POE) and Commercial Vehicle Enforcement Facility (CVEF).
Outline the Proposed System
Outline proposed conceptual system architecture, system concepts, system integration with the Caltrans District 11 Transportation Management Center, operational and support environment, performance measures, and operational scenarios for a Commercial Vehicle Appointment System.
Support Project Initiation
Supplement and be part of a Caltrans effort in preparing the Project Initiation Document for the Calexico East Port of Entry Commercial Vehicle Appointment System.
