Effective July 1st, 2022, CE-CERT Director Matt Barth will be joining BCOE as the new Associate Dean for Research and Graduate Education. As such, we welcome Dr. Don Collins as CE-CERT’s new Director starting from the 2022-2023 academic year!

Prof. Barth earned his B.S. in Electrical Engineering/Computer Science from the University of Colorado, and his M.S. and Ph.D. in Electrical and Computer Engineering from the University of California, Santa Barbara. He joined UCR in 1991 and has played an instrumental role in developing CE-CERT into the premier research center it has become today. He is highly recognized for his research on sustainable transportation, intelligent transportation systems, vehicle electrification, and connected & automated vehicles; he is also active in the IEEE Intelligent Transportation Systems Society, SAE International, and the U.S. Transportation Research Board.


CE-CERT will remain Dr. Barth’s home department, where he will continue to conduct research with the Transportation Systems Research group amongst other groups and help advise Dr. Don Collins as CE-CERT’s new Director.

Dr. Collins received his B.S. in Civil Engineering from Virginia Tech in 1994 and his Ph.D. from California Institute of Technology in 2000. Prior to joining the college, he was the Director of the Center for Atmospheric Chemistry and the Environment at Texas A&M University. His research interest focuses on the properties and effects of atmospheric aerosols, on a regional and global scale.
