Shaping the Future of Emissions Measurements 

The University of California, Riverside, College of Engineering-Center for Environmental Research and Technology ( hosted its 6th international conference on the evolving state of research, applications and new regulations for Portable Emissions Measurement Systems (PEMS). PEMS are a key resource in identifying real world emissions which don’t always agree with laboratory results. PEMS systems are revolutionizing how we measure, report and enforce emissions and fuel economy standards from many sources.

The 2016 PEMS Conference March 17th and 18th, was attended by 200 people from over 50 different companies, agencies or institutions representing 10 countries from around the world.

The presentations provided a comprehensive discussion on PEMS: regulatory development and trends; approaches for measuring in-use PM; current and future research developments; and development of new instrumentation for in-use testing.

Edward Nam, Director, Air Quality and Modeling Center at U.S. Environmental Protection Agency, kicked off the meeting with a presentation on “Real-World Emissions from Mobile Sources”, in which he emphasized the importance of real-world monitoring technologies, regulatory programs for cleaner air, compliance programs to maximize air quality benefits and continued partnerships for advancement in PEMS. Leo Breton, Technology Development Manager, U.S. Department of Energy, who is considered the inventor of the PEMS systems, presented “Thinking of Off-Cycle, About the Future of PEMS” which provided a high level discussion on the benefits in-use testing has provided over the years.

The panel discussion notes provided a great discussion on PEMS uses, future needs, and impact it is having on our air quality. Thank you to our panel members Edward Nam, U.S. EPA; Matthew Thornton, NREL; Matti Maricq, Ford Motor Company; Tao Huai, CARB; and Kent Johnson, UC Riverside-CE-CERT.
